International migration and the ‘Birthright Lottery’

"Our presentation will introduce the question of the "birthright lottery". (Shachar 2009) posed by the widely discussed work of Branko Milanovic on "global inequalities". Migration/Development specialists since the 1990s have swung back and forth in their degree of optimism as to whether the migration equation (the famous "win/win/win" of neoclassical economic theories of migration) can be structurally solved. The root of the problem in our view lies with the residual normative claims of the nation-state and the democratic issue of political demography. We will offer a schematic introduction to this theoretical question, as well as some suggestions on how the question may be meaningfully operationalised."
